It will put out some heat then stop then after awhile it will do the same thing all over again. It never gets really hot but it doesn't blow out just cold. Just what you would call lukewarm.
Lots of good and useful helpful information from the members at this forum...

just like you would find here, at FixYa.
When you flush the system radiator and all the heater core gets a dose of the chemical also.. it sounds like either your thermostat is tempted too low(195* intead of a 205) need a hotter thermostat..also check the antifreeze level in the radiator..most only check the tank not the radiator itself..
The best way would be to turn the heat and fan all the way up, let it run for a bit and feel the 2 hoses going into the heater core. One will likely be warmer than the other, the warmer one is the inlet and the cooler one is the outlet. Mark them with tape and let the engine cool and then remove both hoses, install a section of bulk hose and clamp it on the outlet of the heater core and the other end to a garden hose and turn it on. Once the water runs clear, you're all set.

SOURCE: 2002 CHEVY ASTRO VAN HEATER BLOWS COLD
sounds like a sensor is out or your fuse is out try those two things hope that helps
SOURCE: 1997 astro van blows only lukewarm air?
sounds like your blend door is stuck in the middle of the operating range. this door directs air either fully or partially over the heater core or ac evaporator. when stuck in the middle u will alwaysd get a blend of both
