I believe the fuse for your starter is in the power distribution box, 93 explorer 4.0L 4X4. find diagram for this in Chilton Ford Ranger/Explorer/Mountaineer 1991-1999 Repair Manual 26688 page 6-43 Fig.88 Be aware that there are (4) figures for the 93 4.0L explorer and each shows a different part of the same engine wiring. See top right 'power distribution box' follow lines to the part of your engine you are concerned with, which fuse number, then look inside your engine, passenger fender, push down on the protective ?wall then pull the cover up, see your diagram and fuse numbers. I have a 94 E350, and mine has 2 fuse boxes. One is under the steering column at the driver's seat, by the brake pedal. The other is under the hood, when you're facing the van it's just a little to the left and below the driver's side battery.

There are a total of 5 fuses for brake and abs functions 3 in central fuse box on the drivers side inside truck fuse #9 - 7.5 amp fuse #10 - 10 amp and fuse #11 - 7.5 amp then there are 2 big fuses under the hood in the main battery fuse box next to the battery fuse # 6 - 50 amp and fuse # 28 - 30 amp

The horn is usually between the radiator and grill Assembly. The fuse is in fuse panel under the dash on the drivers side. Look at the lid and it shows the fuse placement and there use.

IF YOU CAN HEAR THE PUMP RUNNING AND ARE NOT LEAKING FLUID THAN YOU MORE THAN LIKELY HAVE A CLOGGED LINE OR YOUR NOZZLES ARE CLOGGED. SIMPLY PULL THE HOSE FROM ONE OF YOUR NOZZLES AND SEE IF YOU ARE GETTING FLOW. IF NOT TRACE THE HOSE TO CHECK FOR BREAKS OR KINKS.
