What dose this mean 83-1 permanent dtc ecm relation failure it came up on my scaner
Sounds like an OBD2 comm failure, mine (i have 10) all show comm loss. but.. can be blown fuses killing OBD2 DLC pin 16 (not 12v)
also, of your car is newer and the scan tool is older, it can fail.
newer scan tools work on all cars here. in usa. all, obd2 1996 and newer. (i build oBD2 gauges and can go endless here... comms...)

what scanner?, there are many. some are junk.
is this a USA car, when posting nobody knows,
in fact, cars up to 2006 world wide, don't have OBD2 ECUs/PCMs.
not posting where car was 1st sold , is a failure.

you, make sure pin 16 is hot.
you plug in scan tool (newer) if car has CAN buss? the tool too must be CAN BUSS CERTIFIED.?
you key on. not started.
you push the scan button, no comm fails, you see TPS throttle angle.
and ECT engine temp and air temp and RPM is 0
all that not started enigne yet, if you cant get there, wrong car, wrong tool.
if the engine runs, the tool must scan, if not pin 16 dead.
or wrong scan tool.
