1993 Ranger 4.0L with A/C and A/T. Cranks but will not start. Engine will fire on carb cleaner. Fuel pump relay does not engage when key in RUN position. Voltage between contacts 85 and 86 is about 10 VDC and corresponds with key positions RUN and OFF. Jumper from contacts 30 to 87 causes feul pump to run continuosly, flow through fuel lines is felt. Engine will not start with jumper wire in place. It seems something is causing the relay to not respond and the fuel to just bleed off. Could the fuel pressure regulator cause this condition? Any ideas would be appreciated.
dave944- There is voltage at the injectors, the light did not seem to pulse.
CAsierramike- The inertia switch button is down. The fuel pump does not run when the key is in the on position. The pump will run with a jumper wire in place of the relay, however, it doesn't stop as it should when coming up to pressure. Unfortunately, I don't have a fuel pressure gauge.

Have you listened to see if the injectors are clicking when cranking? You can use a mechanics stethoscope or wire a 6 volt bub to one of the injector connectors to see if they are getting pulsed.

ck. and see if you have 12v and ground to the pump and yes ck. the cutoff switch then try swaping the relayck. and see if you have 12v and ground to the pump and yes ck. the cutoff switch then try swaping the relay

There is a fuel cutoff switch on the passengerside floorboard, towards the right kick pannel, there will be a little red button on top of it, check to see if that is tripped, also when you turn the key to the on position listen to see if you hear the fuel pump prime up, just a short buzzing noise from the underside of the cab, if you dont hear it, that is a good indicator that your fuel pump maybe bad, i would also check the pressure at the fuel rail, chrome or black colored bar located near the fuel injectors.

Check the Maxi fuse #13 in the under hood fuse block it powers up all the ECM power outputs like fuel pump, injectors and ignition. I hope this helps. Take care.
You say the fuel pump is good. Do you have normal fuel pressure at the injectors ?
Will it try to start on ether or carb cleaner ?
Normal compression on all cylinders ?
First thing I would check it the fuel pressure at the rail. You can spray some starting fluid or carb cleaner into throttle body. If it want to fire it is most likely the fuel pump. If it doesn't try to fire it is most likely ignition related. Good luck
The engine computer must be working to get spark and fuel injector pulse. I would want to know if the computer has power and is functional. The computer grounds the EEC relay and the fuel pump relay as well as the injectors.
does it crank over and not fire if so check for spark if tou have spark check the fuel rail for a tire valve looking device if cap is still on remove and press shrader valve while someone cranks engine if you have no fuel spraying out of this in great volume check fuses for fuel pump try swaping fuel pump relay with horn relay if these things do not work look under or just above carpet line on passengerside floorboard in center area near heater box for the inertia switch if red button can not be pushed unplug and jump plug with small wire and crank over if it starts this is your problem if you do not hear fuel pump at this point fuel pump is bad
Locating the fuel pump is easy, it's in the fuel tank. Testing it however, is a different story. To test it "by the book" requires a scanner that can access and run "Output Test Mode" diagnostics on your engine computer, a fuel pressure gauge, and a digital volt-ohm meter.
If your engine will not start and run, you can do this to see if maybe it is the fuel pump:
First pull one of the spark plug wires to see if you have spark while someone cranks the engine for you. If there is spark, continue with these instructions. If there is no spark, close this thread out and start a new one for "2003 Ford ranger has no spark" Be sure and say also which engine your Ranger is equipped with.
Find the fuel pump relay in the under-hood fuse and relay center. The lid on the fuse box only has numbers. Your owners manual will tell you which number is the fuel pump relay. Feel the relay with your fingers while someone turns the ignition switch to the "run" position. You should feel the relay "click" then about 2 seconds later, you should feel it click again. If this is doing this, then chances are that your fuel pump is bad. (we are assuming here that you had spark above.) This is not a complete or "foolproof" test by any means, but it is probably 85% accurate for "Cranks, Won't Start" problems.
DOES IT HAVE POWER/ A GOOD BATTERY? IF SO CHECK & SEE IF IT IS GETTING FIRE OUT FROM THE COIL PACKS,THE QUICKEST WAY TO SEE IF IT IS FIRE OR A FUEL PROBLEM IS SPRAY A LITTLE STARTING FLUID IN THE THROTTLE BODY,& IF IT CRANKS & THEN CUTS RIGHT BACK OFF ITS A FUEL PROBLEM,FUEL PUMP FUSE,FUEL PUMP RELAY,OR FUEL PUMP,& OR FUEL FILTER, IF ITS NOT GETTING FIRE IT COULD BE A CRANK SENSOR, A CAM POSITION SENSOR,COIL PACK(S) OR A FUSE OR RELAY.
if you really have a carburetor as you say, you have a mechanical fuel pump so you will not have a fuel pump relay. if you have fuel injection then you do have a fuel pump relay, need to know which engine it is to help more.
You need to follow a detailed troubleshooting procedure in a repair manual.
Check for spark plug fire during cranking after it dies.
No spark = ignition problem= computer will not fire injectors, and possibly cut out pump also.
Good spark = pump wonky, or power to pump system.
Also, other quick tests... when the thing dies, and then you crank,
1) Thump the fuel pump in the tank, if you can. A bad fuel pump might start up again.
2) Shoot some ether carb cleaner in the TB. If it only fires off the ether, the ignition system is no longer suspect.
