You could go to a wreckers or to a GM stealership however this problem with the harness burning is very common and a new harness will eventually burn up like yours now. I would just do the fix detailed in the link below. I followed the steps for my hummer an it was very easy.

Here is a link to the step by step instructions for the fix. Easy to do. I had the same problem with my 06 H3 and fixed it myself and saved some serious $$$

Iwould look blower motor resistor, that is the most common problem, if the fuses are good it must be the motor or the resistor and i would say the resistor, the resistor is what controls the speed of the blower, this is located on the heaterbox, if you follow the wires that plug into the blowermotor it will lead you to the resistor. good day.
change out the blower motor instructions below! Not hard to do!
Disconnect the negative battery cable.
Disconnect the blower motor lead connector from the wiring harness connector.
Remove the blower motor cooling tube from the blower motor.
Remove the four retaining screws.
Turn the motor and the wheel assembly slightly to the right so that the bottom edge of the mounting plate follows the contour of the wheel well splash panel.
Lift up on the blower and remove it from the blower housing.
Installation the new blower motor by reversing the removal steps.
Check the battery terminals real good.Make sure they are clean and tight.Check and see if any of the side terminals are leaking.
As far as the blower motor. It is more than likely that the blower motor resistor is bad.It is located by the blower motor.Hope this helps.Good luck.
check the blower speed control, it most likely burned out, also jump battery power direct to the blower and see if it runs, if it does the speed control is defective, if it doesn't the blower motor is toast.
I brought my 2006 H3 in to the dealer for the same thing. My blower stopped working all together but it started as an intermittent problem. He said he had to replaced a diode or resistor either behind the switch on the dash that controls the fan or on the fan motor itself. Have not had a problem since but that was only about 4 months ago.
