Under the hood on the emissions decal should say what degre the timing should be set at. ther is a one wire plug that is brown with a black stripe u need to un plug befor seting the timing with a timing light . u can usually find that under the glove box or behind wher the fuel pump relay is . i think the timing is set at 4 degres on the timing pointer but look for the decal first too make sure im right.

SOURCE: how to set timing on a 1997 s10 blazer 4.3 vortec.
The timeing on this vehicle is controled by the computer and you realy can;t change it Unless you;ve taken out the distutor shaft Then it may not be on the correct tooth There is two marks on the harmonic balancer but there gust referance points seeing you can;t adjust the distutor shaft like you would on an older stile engine So if you put timing light on it the timing will move between the marks depending engine temp and rpm;s

On 2000 cc engines, turn the crankshaft until the two round locating holes in the camshaft pulley are visible from the rear side of the pulley, looking forward from the left-side of the car. When these two holes are parallel to the ground, the timing pointer on the crankshaft pulley should point to TDC. If the drive belt is dislocated, the crankshaft damper will be retarded or advanced 19° per cog on the belt.
If the engine you are working on does not have the two locating holes on the rear side of the camshaft pulley, then you will have to remove the drive belt cover and observe that when the crankshaft timing marks are aligned to TDC of the compression stroke of the No. 1 cylinder, the distributor rotor is pointing to the index mark on the upper lip of the distributor housing which coincides with No. 1 spark plug tower, and the pointer on the camshaft pulley is aligned with the index mark on the cylinder head.
On 2300 cc engines, there is an access plug provided in the cam drive belt cover so that the camshaft timing can be checked without removing the drive belt cover. Remove the access plug, turn the crankshaft until the timing mark on the crankshaft damper indicates TDC, and observe that the timing mark on the camshaft drive sprocket is aligned with the pointer on the inner belt cover. Also, the rotor of the distributor must align with the No. 1 cylinder firing position.
CAUTION:
After any procedure requiring removal of the rocker arms on the 2300, each lash adjuster must be fully collapsed after assembly, then released. This must be done before the camshaft is turned.

Install a retaining clip on the tensioner to hold plunger IN during installation.
marking timing chain
Position the crankshaft using the special tool. Then remove the tool.
Crankshaft special tool positioning
Install the crankshaft sprocket with flange facing forward.
Crankshaft sprocket timing mark
Position the left timing chain on the camshaft sprocket. The timing mark on the camshaft sprocket must be aligned between the 2 copper (or marked) chain links.
Left camshaft sprocket timing mark
Position lower end of right (outer) timing chain on the crankshaft sprocket. Align the copper (or marked) chain link with the timing mark on the outer flange of the crankshaft pulley.
Right camshaft sprocket timing mark
Align the chalk mark on the balance shaft with the camshaft timing mark.
