Well the most common causes are leaking injectors, fuel pressure regulator, or the check valve in the fuel pump.
You could block off the return line to eliminate the valve in the pump.

need to check fuel pressure.
With out proper fuel pump pressure engine will not start or run. Here is a way to try to start engine. turn key on but do not crank engine over, turn key off, then turn key back on, do not crank engine over. Repete 3 or 4 times. This gets fuelpressure up to where it should start. Have fuel pump pressure tested. Replace pump as needed.

How do you check ifyour fuelpressure regulator is functioning properley

You'll need a fuel pressure gauge connected to the schrader valve on the fuel rail and the engine running. The pressure should go up when the vacuum line is disconnected. You should also check for any sign of gasoline in the vacuum hose or in the vacuum connector on the pressure regulator. There could be a leak in the diaphram allowing fuel to enter the engine through the vacuum hose resulting in poor fuel mileage and running problems.

At highway speeds transmission shifts off overdrive and rpm goes higher for a moment then everything goes back to normal. engine light comes on and scanner reads high fuelpressure at the rails

if it only does it in cold--before warmed up- normal---if it always does it--could be the electronics of tranny--low fluid, or a serious internal problem.

If your talking about the sensor for the guage it's in the tank. If your talking about the fuelpressure sensor it's on the fuel rail, on top of the engine.

The engine won`t start. Fuelpressure OK. Will start with startgas as long as gas sprays into air cleaner.

Sounds like injectors are not firing, check fuse of the injectors, check voltage of injectors if fuse is okay, voltage should be around 5V. If okay, you can check the ground side of injectors with a noid lite. If voltage is there, and no ground side, computer issue, or bad wiring. A good scanner can see if the injector voltage is okay.

it is on the left side of the fuel rail, looking at the engine you will see the injectors they are tied to the fuel rail on the right side is the inlet on the left is the return that is where the regulator is look for a vacuum hose with a mushroom looking part.

Starting issues 97 cherokee 4.0

It may not be a fuel problem. Unhook the exhaust. The catalytic converter may be blocked. This will result in start, then stop right away problem. Do this first before you drive yourself crazy, as it did me on one occasion. Thinking it was an electrical problem.
