1997 nissan pick up
I also had this problem along with a clunk sound when I turn my steering wheel. After disconnecting the battery for 30 min I proceeded to take off the 3 small covers on my steering wheel and then take off the 2 bolts that hold my airbag on. What I found was what looks to be a piece of metal the used to be attached to 3 small rubber pillars that went to a small thin piece of metal that was screwed into the steering wheel housing that had all 3 of the rubber pillars broken and big metal piece was just flopping around inside the steering wheel causing the horn to go off when I turned. No one can tell me what this part is so I just removed it and put it back together and every thing seems to be working fine now. It did not seem to have any thing to do with the Airbag as the airbag came off in 1 piece. It has been suggested to me that it was some sort of balancing weight for the steering wheel. Even the Nissan dealer could not tell me what it was. Any ways it seems fine with out it. DW
I just had a similiar problem on my 1997 Nissan Pickup XE and followed exactly what "dweizz" stated and the problem is no longer a problem! After removing the screws and taking off the airbag, I removed the black piece of metal and just put everything back on and it's working like it should. Also, the steering wheel seems a hell of alot better and easier to turn. Thank you so much for this. I really appreciate your help.
its actually a weight to reduce the vibrations at high speeds bit it really doesnt do much

This is most likey caused by a shorted rotoating clock spring contact under the steering wheel, it is a coiled up ribbon contact that moves with the wheel to connect horn to steering column wiring, they break and cause these problems.
