I have a 2001 Mitsubishi Gallant and the back tire locked up and ten mins later it was in locked ... But when driving home it locked again and unlocked wht could be the issue

First you should check your handbrake. It could be partially on or just out of adjustment.
Jack up each rear tire, put a jack stand under the car for safety, then, with the handbrake off, try to spin the rear wheel by hand. The tire should rotate easily.
Pull up the handbrake until you can't rotate it. Count the handbrake clicks, if it's less than 4, it should be adjusted.
Do the above procedure for both rear wheels.

If the wheel still locks, it could be caused by a sticking brake caliper. Someone will have to look at the brakes and repair the lock-up.

How to adjust parking brake

With old style handbrake, you can remove some screws around the handbrake covering. The screws are sometimes well hidden so you have to look around.
When you get the covering off, there are two adjusting nuts at the rear of the handbrake. Turn the nuts until you can get "5 clicks" on the handbrake to set the brakes.
Some jack up the car while doing this so they can rotate the wheels by hand to feel when the brakes touch the pads.

Driving with the brake engaged has likely broken a part of the system as the parking brake is designed to not allow the car to move. You should (or have a qualified tech) inspect the parking brake system and repair the problem.

the rachet and lock on the handbrake handle itself is faulty and either needs 'loooking' at or replacing. leave the car in gear in addition to the handbrake to make sure ur car doesnt do a runner while u are waiting for repairs.

Hopefully you still have the repair invoice from the dealer. Use this to determine which parts were repaired or replaced then go to USA.gov and select product recalls. You can file a complaint there. You should also notify the dealer that the problem was not repaired and you'll legal action if necessary.

I have a handbrake switch permenently on when ignition is on even with the handbrake off.please download repair instructions.

Have you checked brake fluid level? It is on the same cicuit and puts on the light if the level is too low.  The handbrake switch is usually under the trim for the lever, just a simple on/off switch which can become dislodged if the lever is bent out of line through use.
