The air bag light comes on and stayes on, the horn works fine and the cruise control dash light comes on when I push the on button. The dealer replaced the clock spring a couple of years, if the horn ande cruise control works the it is not the clock spring.
What is the problem?

contact your dealer...the clockspring should be covered under a d17 recall ..they will replace it for free

Before I even got done reading your post I was thinking clock spring. They aren't the easiest things to change but are definitely changeable. You will, however, need a steering wheel puller, more than likely. Most clock springs aren't cheap either.
Hope this helps out,

SOURCE: does the clock spring affect the horn, cruise
Yes, the Clock spring is the common Connection point For all three components
SOURCE: horn and cruise don't work
I has this same problem.(no horn or cruise) There was a recall from the dealership. They fixed my clock spring for free.!
SOURCE: air bag light on constant, horn not working,
you need to have the codes read for the air bag to know for sure which direction to start ,but yes, they are all tied in to the clock spring.
