The front wipers park in the up position when turned off instead of going to the down position. Is it most likely the multi-functiion switch or the motor
This is a common problem with Chevy Venture, Olds Silhouette, and Pontiac Montana. The mechanical wiper drive and parking cam assembly, if it's not broken, needs adjustment. The spring loaded stop arm should engage the vertical tab on the assembly mounting plate when the wiper motor reverses. See pic.

yes please upload the instruction. my verticle tab pretty much worn out and gon smooth. any idea what cause the tab to be balled or smoothed out?
The parking cam assembly is the pear shaped top plate with a notch. If your wiper blade transmission doesn't look like the "fr8capt" pic your's may be parked in the notch. Letting WD-40 soak in, working the cam around about 180 degrees & wiping grit out loosened mine. After that it's just fiddling with the position of the assembly. About 20degrees counter clockwise of lining up with the wiper arms worked for me
I just fixed mine by oiling that cam in the photo. There is a little pin that slides into the slot on top of the pear shaped piece. I used a screwdriver to slip it out of the slot (where it was stuck) and oiled the **** out of the mechanisim. ran the wiper cycle a few times including turning it off an on. works great now.

I had the same problem. Wipers parked in the full up position when turned off.Mine was just gummed up and stuck. I oiled it really good and fiddled with the little pin that sticks into the notch on top of the pear shaped cam on top of the wiper motor/cam assembly. After manipulating it around a little and working the oil in, the problem resolved itself.
When you turn off the wipers the motor turns backwards to park them. Apparently when it gets gummed up or gets grit in the mechanism the small pin fails to disengage from the pear cam when the motor reverses for park.

It appears you may have something there. While replacing the motor and setting up the linkage cam onto the motor, I overadjusted it and it did the same thing. When I set the linkage cam back a bit, it took care of the problem.
