Is it the warning lights or the illumination lights? If it's the warning lights, the ignition switch is not sending power to the dash. Could be a blown fuse or in the wiring from switch to the dash. Could be a broken wire, or the run wire from switch is not turning on a relay to send power to the dash. You will have to look at a wiring diagram to see how or where power is not getting to the dash. Of course, you could have burnt bulbs, but not likely all would fail at same time.
If it is the illumination lights, either power is not being sent from the headlight switch, or the bulbs are burnt out and need replacing (pull the cluster out and change the bulbs), or the circuit board behind the cluster may be messed up-the light circuit on the board may have a break, could also be a fuse-be sure and check all fuses first. Also the dash cluster does need a good ground for the lights to work. You may have to find that and check it.
Check first for the obvious, a bad fuse or a loose wire under the dash. Then pull out the dash cluster to examine the back of it. Sorry I can't help you with a wiring diagram for your tracer. In the end, you may have to see one. Had an '87 Sentra with no warning lights when key on. Turned out to be a bad ignition relay under dash. The relay sent power to a fuse which sent power to dash warning lights. That's how tricky they can get and why I say you may need a wiring diagram. Well, good luck, Jack.
