The jeep was left out in the rain and now the horn won't stop blaring if I have the battery connected. I don't know what to do about it. HELP

In the PCM is where the Horn Relay is. It's location should be annotated on the underside of the cover you pulled off to gain access. One way to determine if it is the Relay or not is to find a similiar Relay (shape and size) and switch them. If this fixes the Horn problem it is the Relay and should be replaced.

It is likely the button in the steering wheel has shorted out. Unless you can get it to stop by pulling up the button, the steering wheel will have to come off for repair; and this requires special tools. In the meantime, you can pull the horn relay out of the fuse box and reconnect the battery.

sounds like your switch is stuck on push the horn a couple times to see if it will stop if it doesnt you need to replace the switch which is in the steering wheel or you can take the fuse out or just unhook the horn
The problem is caused by the Airbag Module that contains the Horn button contacts is warped from heat, this causes the horn to sound, you must replace the Airbag on the steering wheel to correct this, Refer to disarming instructions for the Airbag, it can be very dangerous as it is an explosive device.
