The sides of the bumper slide on over a large pin to hold them in place. The easiest and correct way of getting it back on is to unbolt the bumper cover from the impact absorbers in the rear and slide the cover off by pulling it straight back. When you slide it back on, make sure the cover goes on the pins on each side before pushing it all the way back in place and bolting it back up to the impact absorbers. If you have been rear-ended then the tracks that these pins slide into may be broken. If thats the case you will have to replace the bumper cover

2008 ford escape. removal of rear bumper cover

Pop the Hatchback open and remove the connectors
from the top of the bumper cover.

Optional Step: Using a Floor Jack, raise both sides
of the car in the back, supporting both sides with
jack stands, and remove the rear wheels.

Using Torx Bits, remove the inner rear wheel well
lining.

Get behind the rear wheel well and loosen the bolts
holding the bumper brackets on. They're pretty
difficult to find and remove. Be Patient. Do the
same to the other side.

Remove the rear bumper cover by pulling the cover
outward from the part nearest the wheel on both
sides. Once removed, take off the 2 black mounting
brackets from the bumper cover.

Good Luck

How do I remove rear bumper cover of 2002 T Bird

Usually both sides have metal strip that top edge of cover slip down on. If you have lower portion loose pull out and lift up to get it to pop off the rails. If it does not pop off easy - stop - and read below. Back edge sometimes has clips that you can not see very well (like Taurus) and once you get sides off you will find out if those still stuck. There are some that require the two metal strips mentioned above to be loosened first. To do this you have to take rear tires off and remove plastic shields behind tires. You wrestle with annoying plastic push pins holding shields in, then you can see the metal strips holding on to cover edge. Look close - sometimes it is just a few screws that need removing - not whole strip.
