I am not familiar with that engine but check the waterpump bypass. It may be a port in the block behind the waterpump or a hose on the pump. but it may be plugged. The engine needs cerculation even cold.
.
Head gasket can be checked by installing a clear hose on the overflow tank. Run it up to your windsheild so it lays a few inches up to where it can be seen by a passenger while driving. The hood can be closed on it but make sure its not pinched all the way off . When driving you will have continuous bubles more durring acceleration. If its clear then not a head gasket.
Try googleing the year and engine plus head gasket problem or water pump problem see if others had had a common problem on that year and model. Its easier to diagnose your problem when you know most common causes first. After then you check less common.

Your electric fan is not coming on.Check fuses and relay for fan.

Your electric fan should come on around 220 degrees or so, if it does not you need to replace the sensor on the left front side of the block. The fan should come on immediately if you have AC and turn it on. If it does not check the relay in the fuse box under the hood, and related fuses. Unplug the electric fan and turn the ac on and check for power. It could be your fan motor quit. Usually if the fan does not come on when the AC is turned on, and it does not come on when car reaches 220 degrees, the motor is most likely the culprit.
