SOURCE: replaced headgasket now car wont start.
Hello, looking at the response from my colleagues I feel possibly they and you are looking in the wrong area.
You say it won't completely crank over? I hope you mean turn over manually by rotating the crankshaft pulley with a knuckle bar and not trying to turn over on the key?
Whenever I do a cambelt or head/gasket change to make certain I've got the cam timing correct I rotate the engine through 360 degrees to make sure! if it isn't correct the pistons will hit the valves and not Crank over completely as you put it.
So I would see if the timing mark on the Crank pulley, cam and if diesel pump align correctly.

Could very well be a security system failure telling the computer that the vehicle is being stolen. I had the same issue with my jeep and there was a wire i had to ground out to bypass the alarm system. look into that

I have the same problem on my 2002 Eclipse RS 2.4l 4 cylinder. Replaced the battery, starter, fuel pump(not at one time) . It started up when I had the starter put on as well the fuel pump. But everytime I started the car up it ran good till I turned it off the problem was still there. The car sounds like it wants to start but it sputters you can smell the gas so I know its getting fuel. it starts up fine with a cold start like in the morning.
Try getting a diagnostic thats what Im going to do next week.

a clicking sound with a fully charged battery is the starter sitcking ............ which is located at the lower part of the motor where it meets the transmission, has 2 heavy power cables to it and is a clylinder shape

Car not starting or turning over indicates towards multiple possibilities.
It can be issue with battery or weak battery. But if battery checks out ok, then
it can be starter issue or faulty alternator or problem with low fuel pressure
or no spark at spark plugs due to dirty spark plugs or faulty
ignition coil or injectors getting cracked or dirty and needs to be cleaned.
To confirm the problem, the basic troubleshooting is required.
