There is a big possibility that your thermostat is not functioning at all. Follow the radiator hose at the bottom of the radiator. At the other end, it goes to the water pump. There are two nuts, unscrew it and inside there you will see a thermostat. It is a valve with spring. replace that, It cost you $ 14.99 and don't forget to replace your radiator cap, that could be one of the reason also. I'm very positive this is the problem because coolant is not circulating that's why no hot coolant going to the heater. Hope it will help.
