It may not need rewiring- check the body of the horm to see if there is a screw in an odd place with a nut to keep it from loosening.
I just had to adjust one; they are a kind of relay and when current flows through the coil inside, the diaphragm is pulled back. This also interrupts the flow of current supplying the coil through contacts. The screw is used to set that delicate point between no contact and permanent contact. The screw is actually chassis ground.
The adjustment of these is fussy but you can probably make it honk at ya again.

The cause of this is not the horn or fuse in most cases, it is caused by the rotating contact that connects the horn button, in order to repair this you will need a new clock-spring contact, to install the airbag must be disarmed, his has to be done by the book or serious injury can result.

yes...usually on one of the fenders...just follow horn wire back...these systems are nowhere as complex as the ones we use now.
