You already asked this question, and it was answered pretty accurately previously. Here is the Volvo bulletin on this SRS (airbag) fault code.
Look at the two pin connector under the passenger seat. Remove the center console and checked the SRS control module plug . Measure the resistance between pin 37 & 38 of the control module and 1 & 2 of the plug under the seat.

Description:
Diagnostic trouble code (DTC) SRS-013D is stored if the control module registers that the resistance is too high in the ignition circuit. The SRS indicator lamp is lit.
Cause:
Open-circuit in the cable or contact resistance in the connectors between the SIPS airbag and the SRS control module.
Open-circuit in the SIPS airbag (resistance too low in the igniter).
the airbag light on is telling there is a problem. On some vehicles require a OBD2 code scanner for the diagnosis. Once you know the code, you can most likely repair it yourself. There are fairly easy procedures that most people are capable of repairing. ____________ ak90 key programmer
Light is on because the system has detected a fault. A code read is needed to discover the nature of the fault and then after repair dedicated diagnostic equipment will be needed to clear the code.
Sometimes the airbag light will stay on when the passenger airbag is switched off, if it has that facility.
The actual problem might not be the airbag but the seatbelt pretensioners.

The Code 37 is a problem with the passengers Airbag. This is a repair for an expert because you do not want it to deploy while you work on it. You may though be able to switch off that side of the safety bag and have the warning light go out.

I hope you find my Solution helpful. There was a TSB 04-26-12 about connections for the Airbag circuit, Published 12-31-04. It may jog the memory of the Dealer and help them repair you car.
The light flashout code 37 means you have a problem with the passenger's side airbag. There are 4 different trouble codes that all have the 37 light flashout code. If you took it to your dealer they would scan it for codes and could narrow it down to which of the 4 codes you have. I have found with these the most common thing is for someone to have kicked the wiring connector under the passenger's seat. Take a look there for bad connections.
Your airbag light blinking is telling you that something is wrong within the airbag system. The blinking is giving a code, it will blink x amount of times, then pause and again blink x amount of times. Example it blinks 3 times, then a pause, and then blinks 2 times, means the code is 32.
After you get the code you can find out what the problem is, and what exactly needs to be repaired. If you're not experienced with airbag systems, it is best to have it serviced by a professional.
