My fuel gauge says empty regardless of how much gas is in it. I dropped the tank and changed the fuel pump unit. Still broken. Dropped the tank again and pulled the unit out but left t connected. I then turned the key to the on position while moving the float around and the gauge reads exactly where I put it. eg: If i hold it on full, the gauge goes to full, hold at half gauge goes to half etc. When its all put back in the tank it seems to be working but as soon as the tank is mounted back in place it drops to empty once again. Now I noticed inside the tank there is a black plastic tray. Assuming this is meant to sit on the little tear-drop shaped indentation and the pump is meant to sit inside it. I have tried both in the tray and out of it. No change in the gauge. This tray does however, move about pretty freely except for the pump holding it in a "general area". I have narrowed this down to not being a wiring issue, not a gauge cluster issue, and certainly not the pump or sending unit.... Whats left? Please, any help is appreciated. Thank you in advance. 1998 ford explorer 2 door, 2 wheel drive, 4.0 SOHC American model, automatic.

SOLVED!!!
There is a plastic "dish" inside the fuel tank. I am assuming this is the ant-slosh everyone seems confused about on many forums I read.
Mine was dislodged and floating around.
It would float into the "float" and get stuck holding the float in place so it was not able to read the fuel level properly.
There is a tear-drop shaped indentation in the bottom of the tank and this "dish" has a hole in it the same size and shape where it is supposed to lock onto the indentation.
This is next to impossible to get back together however.
You could purchase a new tank, but not every person out there can afford new parts and junk yards puncture the tanks so you are still left with having to fix it.
Here is what I did.
I used some cutters and took a few small chunks out of the plastic to make the hole a bit bigger. But don't go too big. And all the way around is not necessary. Just enough to get it over that chunk where it belongs.
Next i went to my local Tractor Supply (you could go to home depot I believe as well) and bought a $2 stick of gas tank repair putty. (near the small engine repair items)
I then stood the tank on end and put the tray over the tear drop indentation. I covered the edge of the hole with this putty and let it sit overnight.
After installation the next day, it was flawless.
My gauge works perfectly and the putty I used is guaranteed to be safe in the fuel and in the fuel system.
Hope my stressful experience was helpful for others out there!
I should say this original question was my own posting so everyone is clear there...
