turn on the e-flasher and locate where the noise is coming from. the turn signal flasher will be in the same general area and look the same. some were in the fuse panel in the glove box if its located in the glove box and some are under the dash to the left of the steering coloum under the dash.
An electronic combination turn signal and emergency warning flasher is attached to the lower left instrument panel reinforcement above the fuse panel.
The turn signal unit is located on the LH side of the instrument panel. The combination turn signal and hazard flasher can be removed by pressing the plastic retaining clip and pulling straight rearward. One phillips® head or regular screw has to be removed from the retaining bracket. It's square not round !
On 1992 Buick Regal 3.1L MFI OHV 6cyl. the Flasher is located: - Hazard flasher: front seating area, passenger side, under dash, above kick panel, mounted in relay block - Turn signal: front seating area, driver side, under dash, passenger side of steering column, mounted behind instrument panel

I would get the owner's manual out of the glove box and look up fuse in the index. That will tell you where the fuse box is and often the turn signal and flasher units are plugged in there. With the signals on I would walk around the car and make sure the bulbs are all good.
The flashers and the signal lights are two entirely different items.
If your blinkers are not working, change the bulb(s), if you turn on the flashers and they don't work then the flasher module needs to be changed which is usually found on the fuse box next to your left foot under the dash.
This will usually either look like a square block or a cylindrical plastic tube. If you turn on the flashers and go down there and don't here it ticking or feel it ticking with your finger on the plastic housing, chances are it is shot, just pull it out go to your local auto store and get another, plug it in and you're done.
the turn signal/ hazard flasher is located midway down your steering colum but not all the way near the knuckle mounted on the inside of the cowl above the drivers feet. should either be a 323 or a 525 part number flasher, you could always upgrade to a electronic flasher instead of a thermal flasher. part number should be el12. all these products are made by wagner.
For this modle and year the turn signal flasher should be mounted in a clip on the right side of the steering column support bracket. The hazard flasher is located under the instrument panel in the module block, on the right side.
Hope this helps,
