I also have this same problem. I checked everywhere on the engine and so far nothing! Some people have told me it's located on the driver side near the brake booster and nope, zero. The front of the engine on the right valve cover and still NOTHING. Is there anybody out there that knows exactly where it is located?????

Re: pcv valve :where is it located on a 1999 ford...
It is located at the back of the engine near the fire wall. It is gray with a T connector at the top with two hoses coming off of the T and going forward into the intake manifold.

Sep 20, 2011 - 1999 Ford Explorer 4.0L -need assistance on removing upper intake ...Are you sure you have the OHV/pushrod engine and not the SOHC engine? ... Do youhave the upper intake manifold loose, you just are unable to ... the lower intake gasket, valve cover gaskets, Injector o-rings, plugs and wires. Thanks ...
What throws everybody is that the pcv valve does not insert into the valve cover as it does most cars. This one on the 1999 explorer is located directly behind or in back of the engine on the top of the manifold. You can spot this easier if you take off the covering(four screws) on manifold then you will see two hoses that connect to a plastic pcv valve (that's what threw me). this should help.
that is true your firing order is wrong here is a link to a web sight that has all the 1998 explorers 6cyl just click on the one that your explorer is and it'll show you the correct firing order also make sure you have your plugs gaped right good luck.
