Cable release stuck open?
SOURCE: Hood release under the dash has no tension on it. Hood will not latch closed
The latch is stuck in the open position. I always found white lithium grease worked best on those latches but any good lubricant will work. Try moving the latch manually with a screwdriver. After applying the lubricant move the latch a few times. You should see the tension return to the release, if it doesn't you have a broken release cable.

On each side of the latch there is an 8mm screw that can be removed through the front, between the hood and grill They are aprox 6" apart.
The latch itself has two locator pins that slide into the front suppoprt behind the grill.
After removing the two screws, gently pry the whole latch away from the support. The hood can be raised, taking the latch with it.
Access to the release lever is behind the latch. It is now exposed.
pull the tiny release lever toward the drivers side and latch will come loose. Good luck!

if you can see where the cable is broken... cut some of the insulation away from the cable, use 2 pairs of pliers... 1 pair on the insulated part of the cable and 1 pair on the cable itself- pull opposite ways and u should have it. hope this helps and good luck

I have had this problem on a few cars over the years. If you look there is a heavy steel plate maybe 4"x4" bolted to the body part underneath the hole where the male part of the hood latch inserts. On the plate there is a pivoting latch which traps the male part, the latch is held shut with a heavy spring. By pulling on the cable from inside the car you over come this heavy spring opening the latch causing the spring on the male part to lift the hood. Problems here are usually a defect in the spring around the male part meaning hood does not pop up or the heavy spring which holds the latch shut has broken or dirt from age and use has built up between it and the backing plate or in the cable which friction defeats the spring loaded pivot action. Take the plate out without breaking the release cable and clean the dirt out or replace the heavy spring.
