My dodge neon started to putt then was ok then started to putt again then only went 10 miles an hour then stopped and wouldn"t start again

Try giving it a good rap on dash above speedo, see what happens, and get back to me, it may have same problem as my old 95' neon did.

did the dealer happen to check the cam sensor we seem to have problems with them

11= Timing belt skipped 1 tooth or more from initial learned value, Intermittent loss of either camshaft or crankshaft position sensor, No crank reference signal detected during engine cranking for dodge odb readout. Hope this helps.

have checked the starter, if it clicks, but no crank, that is a starter, if cranks, but does not turn on, that could be a bad battery. ( assuming you have gas )

check all you r fuses. There should be 2 sets, one under the hood and another in the passenger area(driver side under dash usually)
