I have power to everything, and when i go to turn it on, all the lights in the car and on the dash shut off and then does nothing. I think it may be my starter. also, i have a sound system but even when i disconnect it, it will do the same thing. i have tried more than one set of keys and it just wont start.
Check your battery terminal connections, if they are loose, it will do that. Also check the wires on the starter. If all is tight, how old is your battery? If your battery is charged and good, then like someone else had commented, it could be your starter. I have tapped on many starters lightly with a hammer while someone turns the key. If it starts doing this, it is most definitely your starter. If you have a voltmeter, you can also set it to dc volts, touch the red wire to the small wire on the starter and hook the black wire to a ground, have someone turn the key and if your getting voltage while the key is turned and your battery is good and the terminals are making a good connection and it doesn’t start, it’s your starter. If you get no voltage to the little wire on the starter with the key turned then it’s gonna be either a bad wire or the ignition switch is bad
This is a one time fix most times if it works.
with someone turning the key to the start position someone else hits the starter with a hammer not hard but a good tap.
may take some continus tap tap tap tap to get it out of it's dead spot but have seen this work 80% of the time if the starter has landed on a dead spot. sometimes you can restart the vehicle again other times not! hope this gets you going to the parts store at least.
good luck

I just had this same problem with a '96 . do you have a vats key in your '94? you need to bypass the VATS system. read some of the blogs on this site and it will tell you how to do it. I fixed mine with a $2 resistor from radio shack.

I Have A Seville 1990, When That Happen To Me I Got The Inginion
Replaced Problem Solved. What Is Happening Is Your Key Has A Chip And That Chip Is A Resister And When The Valve Is Not Sented To The Computer It Disengages the Fuel Pump And Than Tells You To Wait. Soon All That Will Happen Is You Will Get The Wait 3 Mins And It Will Never Start, A Good Locksmith Can Take Care Of This For You And That Will Save You Some Money. Cause If You Go To The Dealer Ouch They Will Hit You Up. But I Asure This Is How It Will Happen Cause It Is How It Happen To Me
And Sorry There Is No By Passing The Computer

Have you checked the battery voltage. It sound like your battery is almost completely dead. I would check that first.
SOURCE: 88 cadillac deville, ac blower fan wont shut off,
Ralph,
Most common cause of this is the blower fan (proper name for the fan you refer to) continuing to run is a shorted out Electronic Climate Control Module. This solid state device replaces the older style fan speed resistor block (at about 4 times the price) This unit is found on the top of the HVAC box under the hood. (HVAC means heating, ventilation and air conditioning) The HVAC box is found on the passenger side of the firewall. Look behind the A/C's accumulator. It will have an electrical wiring plug on top of it. It will be fastened to the HVAC box with a few 7mm hex head screws. Very easy to change.
FYI, do yourself a favor and replace the blower fan motor at the same time. The Electronic Climate Control Module usually fails because the motor is drawing to many amps of current. This is because it's bushings are worn out or the brushes are worn out.
This is very common on Cadillacs and Buicks.
Charlie
PS Not sure why car won't start. Either you drained the battery or blew a fuse which controls starting the engine. Need more info regarding the "no start" condition.
