Hi, Our '93 Subaru Legacy L is having issues shifting and with the cold. We've had other problems with the radiator and overheating but have been able to fix those in the past, this is a new problem. We will start it up and we have to wait a while before we drive it so it doesn't shut off. When we're first on the road and try to get up to speed, it revs high then sometimes doesn't want to shift into gear. Please give me your advice on what we need to do to fix it. Thank you! Courtney

water pump could be bad again. if the seal is out lets air in around pump propeller and it won't move water and it over heats. its a lot of work but you can fix it your self

The revving to 2000 then dropping the 1500 likely means that it is in "limp home" mode. When there is a serious problem, the car will put itself in this limited mode to avoid further damage, and to get itself back home without stalling (hence the name). Since it stalls, its likely that there is a serious problem with the fuel system, and the limp home mode will not help you any more since you keep driving it like that.
As far as the problem goes, it could be just about anything. Almost positive it has to do with the fuel system, but could be so many different things.

Check the transmission fluid level. If it is low, fill it. Otherwise, if you happen to have a Subaru Select Monitor or equivalent, then you can read the fault codes for the 4EAT transmission and it will tell you which internal solenoid valves are sticky. At that point you can either add a quart of stuff that says it solves transmission problems and hope for the best, disassemble the transmission and change the problem valves, swap the transmission for one that works, or take it to someone to have it repaired.

Check that the Duty Solenoid B is good. Diagnostic may indicate a code 12. Easy to replace. Solenoid is on valve body next to filter. Must drop pan and should be right there. Call Subaru dealer with your VIN number and they can verify. Price is about $150 to purchase over dealer parts counter.
