The fuel pump gets power from the pump relay. When you turn the key on, the relay provides power for 3 seconds and stops. The pump then gets power once the engine is running.
If the relay is bad, you have to crank the engine until you have oil pressure to get power to the pump. Also if the check valve in the pump is bad, it will let the fuel pressure drop back into the tank when the engine is off.
So it could be a faulty pump relay, or the check valve in the pump.
You would need to get the fuel pressure checked before the truck is started cold.
