The problem is the coiled ribbon contact under the steering wheel (we call it the clock-spring contact) that connects the stereing wheel controls to the steering column wiring harness, this is a printed circuit that is coiled to allow the wheel to move and still have a psychical contact for the wheel switch's and the airbag, anyway replace that contact coil, u must disarm the airbag to do this repair, follow the factory procedure to do this or serious injury can result if the airbag fires.

I'm thinking the airbag clock spring is guilty. Right behind the steering wheel.

Horn is not working, it works when locking the doors with key fob but not with steering wheel 2008 Dodge Nitro

Circuit for the horn button in the steering wheel goes through the clockspring, which also has wiring for the drivers air bag, cruise control operation (if equipped), and radio controls (if equipped). The clockspring unit can be replaced, but BE SURE to disconnect the negative battery cable and wait for an hour before trying to remove it so you don't inadvertently set off the driver's air bag.

The audio controls on steering wheel don't work - although the cruise control does

Have you checked the connection under the air bag on the steering wheel but you must remember to disconnect the battery leads then leave the car for 30 minutes for the air bag to discharge before doing that I would pull the radio out from the dashboard and check all the multi plugs on the back of it first there are normally a fuse for multifunctional steering wheel control just check make sure you tested the right fuse

I lost all power to the steering wheel components,

Your issue is most likely the clock spring which is part of the air bag system.

All of the signals controlling these functions are routed through the clock spring.

Should cost around 200-300 to have it done, or more like 100-150 if you do it yourself. You must know what you are doing though as the airbag system is not to be taken lightly.

My 2001 dodge stratus airbag doesnt work, airbag light is on, and cruise control doesnt work. i was told it was some sort of spring in the steering column and it is expensive to replace.

They are correct. There is a groved ring and spring between your steering wheel and colum. It allows electrical connection to your cruise buttons and air bag. Those springs wear out and no connection can be made. Its called a clock spring. Make sure if you try to replace it your self to take care around the air bag as you could inaverdlty set it off.

Cruise control stopped working horn doesn't work Air bag light is on

If the air bag light is on, the horn does not sound when the pad is depressed (but does souns when you activate the alarm) and the cruise control doesn't work (but the lamp lights up when you first turn the key on), your issue is probably with the clockspring. This is a device that keeps an electrical connection between the steering wheel and the rest of the car regardless of steering wheel position.

Horn and cruise control dont work, what to do?

You will have to replace the entire clockspring. I highly recommend having it done at a repair shop because it involves removing the air bag which contains a small explosive device and can be dangerous to someone not trained in removing it.
