When my lights are on, my dash lights flicker quite noticeably. The car starts and runs just fine (radio and heater). I notice this problem only when I have my dash lights on the dim setting. I turn off all of my other devices (radio, heater) and they still flicker a lot, even when idling. Please help!

dose it have an imobilser ?
you said you smelt burning from the dash but then it dont start ?
i suspect 3 things the imobilser is at fault or the igniton is at fault or the ecu could have blown an inturnal fues the first too are easyer to fix then the last .
all still may need to be looked at by the garage

i just had this fixed on my cavalier.i put a new ground wire on my car and a new cluster and now everything is fine.

MAKE SURE THAT THE DIMMER SWITCH IS NOT TURNED ALL THE WAY DOWN. IF IT CHECKS OUT, THEN CHECK THE FUSE FOR THE INSTRUMENT PANEL LIGHTS. Locate the IP to body harness connector, THIS CONNECTOR IS UNDER THE DASH HIGH UP ON THE LEFT HAND SIDE. Check to see if there is a water leak into the area and repair as necessary. Use a water hose to determine the source of a water leak and effectiveness of repair. Some examples of potential water leaks are: A-pillar seals, sunroof drain lines (if so equipped) and windshield/cowl sealing. Finally, repair or replace the IP to body harness connector, making sure no corrosion or debris is left on or between the terminals.
IT IS ADVISABLE THAT YOU REMOVE THE INTERIOR CARPETING AND DRY IT THROUGHLY. IT WILL MOLD AND SMELL REALLY BAD AFTER A FEW DAYS IN THE HEAT.
USE A WATER HOSE STARTING LOW AND WORKING YOUR WAY UP TO DETERMING WHERE THE LEAK IS. OR USING A FOAMING TYPE WINDOW CLEANER SPRAY IT WHERE YOU THINK THE LEAK MIGHT BE AND USE COMPRESSED AIR FROM THE INSIDE ON THE TRUCK FOLLOWING THE SEAMS AND WINDSHIELD.

There are two possible cause of dim display.
On the deluxe trim level of the Impala the is light sensor. When the sensor mis-calibrated the light will not be at the level you want.
As a test,use a small flash light and aim to the sensor and see is the circuit act according it.

The dimmer light is a VERY CHEAP component. I will glow it out with compress air 1st. Turn the dial back and forth 20-30 time in rapid motion will help remove unwanted carbon,

Is the headlight in OEM specification?
After market headlights may draw more amperage and cause low power for smaller bulbs.
