Have high beams but no low beams or running lights was told it was the circuit board

We had the same exact symptoms right down to the clicking noise under the dash. A friend who is a mechanic provided all the wiring diagrams, etc and when we pulled the dash we found that there was another enclosure behind the dash.....we stopped there.......
....waited a few days, did some research and decided since a replacement headlight switch was about $50.00 the easiest route was to to swap that out hoping it would fix the problem....was also a very easy installation.
Turns out that fixed the problem. Good luck!!!

I have had the same problem with my 97 S10. I looked at the GM iring diagram and found that the headlight circuit runs directly through the main headlight switch with no fuse or relay at all. The high low beam switch cannot shut the circuit off completely and therefore make the clicking relay sound that is heard. The daytime running light module looks for a headlight on signal and therefore shuts off the running lights. So when the headlights cut on and off the clicking you hear is the day time running light relay, turning them on thinking you are shutting the headlight switch on and off. Inside the headlight switch itself is a thermal metallic circuit protector similar to whats inside a flasher switch. This is the only logical place for the headlight circuit to cut out since it is a directly wired circuit as explained before. Replace your headlight switch for less than 20 bucks from autozone.

I have a similar problem with my 2005 Optra 5 - daytime running lights are hit/miss. About 3-4 years ago, the alarm started activating itself - FREQUENTLY. Turns out it was corroded wires. Now this. (Take heart - my Corolla had a similar problem - bad sockets - bulbs burned out faster than they could be replaced. Toyota never did admit responsibility.)

Certain vehicles may experience a loss of headlamp low beam or Daytime Running Light (DRL) function as a result of a melted instrument panel harness connector. Low beam failure would lead to reduced visibility during hours of darkness. DRL failure may render the vehicle less visible to other motorists and pedestrians during daylight hours. Both cases could lead to a vehicle crash with injury or death. Correction: Dealers will add a direct connection splice clip to the headlamp low beam circuit in order to bypass the faulty connector.

The blinking light is telling you that you have a headlight out, if you look the service light should be coming on when the light stops blinking.
Replace the head light and all should be fine.
