The garage may have did something to the crank position sensor that is located behind the harmonic balance. there is a ring gear there to for the timing

The mechanic who installed harmonic balance more likely hammered in back on.when you reinstall harmonic balancer back in place you can use the harmonic balancer bolt to pull in back in place make sure pulley keyway line up right a little bit engine oil inside balancer and a little oil on harmonic balancer bolt as you tighten harmonic balancer bolt it will draw pulley back on crankshaft when you get to torque requirements the crankshaft bolts will become tight and the pulley cant go any further if you hammer on pulley you can go in too much damage crankshaft pulley and crankshaft sensor.

YOU NEED A HARMONIC BALANCER PULLER TOOL AND A 15M SIX POINT SOCKET TO REMOVE HARMONIC BALANCER BOLT.TURN OFF RADIO AND REMOVE THE DRIVE BELT AND REMOVE THE NEGATIVE BATTERY CABLE. REMOVE THE STARTER SO YOU CAN PUT A LARGE SCREW DRIVER OR LARGE PUNCH TO STICK IN ONE OF THE FLY WHEEL HOLES TO KEEP ENGINE FROM TURNING WHEN YOU LOOSEN THE HARMONIC BALANCE BOLT. ALSO SCREW DRIVER AND PUNCH CAN KEEP ENGINE FROM TURNING WHEN REMOVER THE HARMONIC BALANCER. YOU WILL NEED A HELPER TO HOLD PUNCH OR SCREW DRIVER WHILE YOU LOOSEN THE BOLT. YOU CAN GO TO SEARS OR ANY AUTO PARTS STORE AND BUY HARMONIC BALANCER PULLER.TORQUE HARMONIC BALANCER BOLT TO 76 FT LBS.

you have to remove the center bolt of harmony its depend what engine you have most likely you need a little puller if the belt loose check the belt tensionner to see if its not broken pierre
