No the electronics will be different. IF you want a replacement engine use only the identical engine from another 94 model mustang or you will have numerous expensive problems.
The answer is yes, any 5-speed from a 94-04 Mustang (4.6 or 3.8 doesn't matter, it's the same transmission). You'll also need the pedal assembly, shifter assembly, ecu from a 5-speed, 5-speed drive shaft, clutch and clutch cable, and flywheel. According to the information that I'm finding, the fuel pump relay on '94 Mustangs is part of the Constant Control Relay Module (CCRM). According to mustang-tech.org, the CCRM is the black box that's mounted on the radiator overflow. http://www.mustang-tech.org/wiki/94-95_Mustangs_Electrical_CCRM
the tach uses the same fuse as the other gauges, so if the other gauges have no problem then the tach is defective, Ford does not really repair these we just replace them.
