Try cleaning the throttle plate first . I wouldn't just change the IAC valve without testing , hooking up a scan tool that show engine data.
A few different thing's could cause high idle .The idea is to test all thing's that could cause a high idle till you find the problem. Vacuum leaks , throttle plate sticking because it's gummed up with carbon , varnish build up . Or is the PCM/ECM making it idle that hight etc... Is the throttle cable bound up.

sometime this will happen if the throttle blade idle hole gets plugged with carbon. if you take off the air inlet tube off the throttle body and look into the throttle body you will see a round looking flat disk , you will see a small hole in it .about the size of a stir stick straw .this hole gets plugged with carbon and will effect the idle.it calibrated to let the right amount of air in the engine @ idle.if you clean this there is a good chance this will fix your problem . be careful what cleaner you use as some of the throttle blades are coated with a Teflon coating(local parts store will have the proper throttle body cleaner for these ford throttle bodies )
The high-idle sensor often malfunctions on those cars. I would check that. If you have a carbureted model, then you have a vacuum actuated sensor on the firewall that sends a vacuum signal to the dashpot on the carburetor that raises the idle speed.
Idling high in the skylark could be something to do with throttle control, or idle air control valve, other possibilities could be a vacuum leak or mass air flow sensor, it could also be a faulty system recently replaced. When you vehicle idles high it means it is getting more fuel than its suppose to in the fuel/air mixture, most times to much fuel in the mixture is caused by a leak or malfunction in the air delivery not allowing the appropriate amount of air in.
The throttle body is located on the driver side of the engine compartment. If throttle plate has not been clean you might want to get a can of carburetor cleaner, remove the inlet snorkel hose and clean around and behind the throttle plate. The IAC (idle air control) motor may need to be cleaned. The IAC controls your idle rpm. Good luck, let me know. Regards,
