The cooling fan comes on no matter what the temperature is or how far the car is driven. The fan then runs for about 10 minutes before shutting off. This is a problem with short trips as the battery will run down, as it has. What needs to be replaced/done to stop the fan from coming on when it is not needed?
I would want to know if the computer is grounding the fan relay to make it come on, or if the relay is faulty. On some models the computer turns the fan on to keep the radiator from overheating when the engine is stopped, but that should only happen with the engine at operating temp.
I don't which is causing the fan to come on when I turn the engine off. The fan shouldn't come on when the engine isn't hot - I drove only a mile into town on a cool morning. Now the fan always comes on and stays on for about 10 mins regardless of the engine temperature. I expect the fan to go on only after the engine heats up (the RX7 runs hot) after a longer drive.

I had the same thing happen to me...fans would run even when car turned off. Was the thermostat. Got one with high temp-92* I think, it did the trick!

Not sure what the make and model is for this car. But if there is no evident signs of antifreeze leaks, fill cooling system, squeeze top and lower hoses, check to ensure all air is removed, run engine for 15-20 minutes. If you can find a radiator shop have the system and cap pressure tested. Last but not least if the smelling of anti-freeze continue, you probably have a head gasket leaking coolant inside the cylinders. You can also look for a green tint on the spark plug indicating that fluid is being burnt.

bastard things are prone to flooding im afraid, take plugs out, whizz it over for 30 seconds be patient and wait for half hour to give time to dry out, then a couple of squirts of oil in each plug hole, whizz it over for about 2 seconds, then a couple more squirts of oil in each plughole again, replace (dry) sparkplugs, leads on turn it over and it should go.ive suffered this twice this year (in the rain).
repeat if nescessary
avoid this problem by NOT RUNNING for LESS THAN 5 MINIUTS,as this is caused by a rush ov petrol because ecu thinks engine is cold so injects more fuel, then you turn engine off, this rush of petrol rinses the rotors clean of the oil they depend upon to maintain compression upon restarting, this is where the proceedure above works.
