step 1 22 lb
step 2 - short bolts add 55 degrees - medium bolts add 65 degrees - long bolts add 75 degrees
These are torque to yield and are recommended to be replaced when servicing..

99 chevy malibu v6 3.1 engine, head bolt torque is-- 98 through 2001 is step1- 37 foot lbs, step 2- rotate an additional 90 degrees (1/4 turn). the rocker arm bolts are 168-in. lbs.

(a) Apply seal packing to the cylinder head as shown in the
illustration.
Seal packing: Part No. 08826-00080 or equivalent
NOTICE:
 Remove any oil from the contact surface.
 Install the cylinder head cover within 3 minutes after
applying seal packing.
 Do not start the engine within 2 hours after installing.
(b) Install the cylinder head cover with the 9 bolts. Tighten the
bolt uniformly in several steps.
Torque: 8.0 Nm (80 kgf cm, 71 in.lbf)
(c) Install the engine wire harness with the 3 nuts.
Torque: 8.4 Nm (85 kgf cm, 74 in.lbf)

This is year/make/model specific to the 2nd Gen Sienna. Taken from the 05 Toyota Sienna repair manual. Hope this answers your torque specs for the valve covers which uses 10 mm bolts. If in doubt, as Scotty Kilmer asserts, do a "German tight".

Needing to convert degrees to foot pounds to torque it 55 degrees, 64 degrees and 75 degrees. I'm asking for a male friend and actually have no idea what I am asking about. Can you help?

Torque Angle is supposed to be a "more scientific and precise way to gauge the "clamping force" applied to a bolt. This idea appeared about 20 years ago and is now, sadly, becoming universal on newer vehicles. The idea behind Torque Angle is that using the old foot-pounds torque wrench would not give you the kind of *exact* repeatable torque that you get using a breaker bar with a Torque Angle meter attached.

Unfortunately, there is no precise way of converting between Torque Angle and Foot Pounds. The best you can do -- and it will work -- is figure each "point" on the head of a 6-point bolt is equal to 60 degrees of Toque Angle (360 degree circle of the bolt head divided by the 6 points) and do the following:

Do NOT use a torque wrench with this technique -- instead you must use a long breaker bar with the correct size socket attached (for this kind of heavy duty torquing a 1/2 breaker bar and socket would really be best):

Per the instructions you gave in your question, you would mark one of the six points on the bolt head and make a corresponding mark on the surface of what you're working on. Then turn the bolt so that the marked point turns away from the surface mark until the next point on the bolt reaches the surface mark.

You've just turned the bolt as close to 60 degrees as you're going to get without a Torque Angle meter (which I have found be very difficult if not impossible to use correctly in most real world cases anyway). This approximate 60 degree turn you just made is close enough to the first 55 degrees stated in the instructions. Same would be true for the next two measurements. Move the next point on the bolt to line up with the surface mark and finally turn the next point after that to the surface mark. As an engine mechanic of 40 years experience, I feel this end result is close enough because with that kind of a torque requirement you are really going to be cranking that bolt down and a few degrees of angle isn't going to matter by the time you do the last torque.

Using a Torque Angle meter may be just fine if you're working on the factory floor, but for everyone else I personally think Torque Angle is another case of "newer ain't necessarily better".

A torque specification is how tight you must make the bolt by using a torque wrench which measures the tightness you apply to the bolt, ensure you are using new head bolts, a reliable torque wrench, clean the threads of the cylinder head (with tap) where head bolts screw into and when installing bolts ensure they are properly lubricated. And the sequence is the order in which you tighten each bolt.

You should really go get a manual for torquing head bolts. Not only to you have to torque them correctly, but there is a pattern as to which bolts you tighten so that you don't warp the head.

The torque, does it have to be real tight or lose?

torque is a means of measurement. for example if your service manual says to torque the head bolts to 75 ft. lbs. that means you need to use a torque wrench and set it to 75 ft lbs. sometimes people will say to crank down or to torque down a nut / bolt that is slang for tightening down the nut / bolt very tight. it all depends on the application.when in doubt, check your service manual.

I venture you are asking about the head bolts when you refer to torque settings. The head bolts used on this motor are torque to yield (streach bolts) If you are reusing them, you need to check them to insure they are not stretched beyond limits.
The way you measure the bolt is with a micrometer.
Measuring close to the end where the bolt starts to thread in, about 10-12 threads up, take a reading. Now, go to the other end of the bolt where the threads end and measure about 10 threads in.
There should not be more than a .009 inch difference (.228mm). If there is, discard the bold and get a new one.

You must use a sequence to tighten the bolts, below is the sequence.

torque 11,12,13,14 & 15 to 8.3 Nm (6.1 ft lbs)
Torque the main head bolts by the numbered sequence to
29Nm (22 ft lbs) first pull
64Nm (47 ft lbs) second pull
Loosten all the bolts completely
Tighten the to 29Nm (22 ft lbs) first pull
Tighten bolt # 1 clockwise 85 degrees
Tighten bolts #2- 10 65 degrees
Nissan noted that if you do not have a torque angel meter, you can use a regular torque wrench and torque all the bolts to 69Nm (51 ft lbs)
The valves on this engine have hydraulic lifters, consequently require no adjustment.
