There is a known problem with the bearing on the AC compressor going out. I had to replace my compressor due to this. However it is possible to replace just the bearing, but takes some know how.
Your airconditioning system may be out of cooling gas, and if it has sufficient gas, the compressor might not pick when you put on the AC, and if the compressor did not pick ie start, you cant experience cooling effect, the fan will only be blowing.
I passed this question the first time I read it, so I will take a stab at it now. The fans don't come on until the compressor has pumped the freon pressure up to say 150 or 200 psi. And the compressor clutch has to have voltage to engage the clutch. I wonder if the clutch is going and needs 14 volts instead of 12 to engage ? Or the relay that powers the clutch ? Speeding up the engine would increase voltage from the alternator. This is assuming the serpentine belt is tight and everything else is working correctly. I think I would swap the relay with another and put a meter on that circuit to the ac clutch to see what it takes to engage it.
the compressor may be low on freopn but, the fan problem is most likely the fan motor as it is the low temp fan and will run more often than both fans...to test see if you can switch the fan plugin to the other fan watch carefully that it does not get too hot as the second fan is a safety fan that works as high temp or when using the A\C
Most likely needs freon,when it has no freon,the compressor will not come on,and the fans will not come on unless the compressor has freon in it to activate the cooling fans from the high side pressure switch.
sounds like a ac compressor relay is not working. check the relay panel usually there is another relay of the same type to switch out and see if that works.
