I have to keep my headlights on in order for my turn signals to work at all. If the headlights are turned off then it is as if I have not even switched them on, the hazards won't work either. Also I just found out that mu headlights are hooked directly to the battery. any Idea on how to fix this?
"...headlights are hooked directly to the battery" suggests that a previous owner had issues and wired it that way.
The solution is put the circuit (not necessarily the original wiring) back to the factory state.
What's probably happened is a bad ground for the headlight assemblies somewhere. It may also be that a short developed in the wiring harness, a not uncommon problem with many makes.
What you (or your mechanic) need is the schematic to
a) disconnect the previous owner's work; then
b) trace the headlight/signal control circuits though the relays to the headlights and signals; then
c) rebuild / repair as needed.
This can be a lengthy process, be prepared to pay forthe work.

Yes these switches can go bad. If it looks bad replace it. I have had switches like this do the same thing after several years of use.

Did the battery get changed recently? There is a small black box under dash near steering colom that has a little red button on it. Press the little button for a few secounds allowing it to reset the security system. It should stop your marker lights from flashing. It was a stock security for that year. The box is about 4 inch square and is usually just under dash near your knee. Good luck.

I believe you are correct. Whenever lights start doing goofy things like that it is almost ALWAYS a ground problem. I can help you. I can tell you EXACTLY where your turn signal and headlamps are grounded. However, There is one small problem. Subaru got STUCK on the "Legacy" nameplate. There are ten different Legacy models listed for the 1999 model year. If you can tell me which Legacy model you own, I can look up the wiring diagrams for your vehicle and provide the information you need. The choices are as follows:

It sounds like a bad alternator. How do you know the battery is good? Try to jump start it.
