SOURCE: no turn signals or flashers
It sounds like the multifunction switch on the column has gone bad or there is a short somewhere in that circuit. If you noticed, all of those lights and flashers are controlled by the stalk and switches on the steering column, this assembly may need to be replaced if it has gone bad, but you will need to get it diagnosed at a shop to find out if it is in fact bad or if it is just not getting power to it from the circuit, this can be further tested by checking if the fuse itself is getting power to it in the first place.

Likely combo flasher. Dosen't hurt to do a quick once over of fuses though!
SOURCE: 98 Jeep Wrangler turn signals and flashers don't work
The tail lights on the 98 use the screws that hold the light to the body of the jeep to ground the lights. Chances are the wholes that the screws/bolts goes into have a coating of rust around them and are stopping the lights from grounding. This may not be the solution but you need to eliminate this from your list.

Check the flasher relay on the junction block under the driver side of the dash.If this is good then check for a bad multifunction switch on the steering column under the plastic cover.:)
