Pull steering wheel and replace iignition cylinder with new if won't start with every thing on then either starter and seilnoid if all in one if not then just seilnoid have some one help tap on starter and seilnoid see if starts that way if does then bad seilnoid other batt cables to starter jump it if that gets it then it's ignition switch good luck
This can happen if the battery is low / dead. To solve, connect a set of jumper cables between the battery in the Cobalt and a running car's battery. Shut off the running car. In the Cobalt, make sure all accessories (lights, radio, fan, etc.) are off. Step on the brake, then move the gear shifter fully into the PARK position. Next, either attempt to start the engine, or turn the key to the OFF position and remove it from the ignition.
Gear shift is not totally in the park position - had the same problem with a 2011 Acura TL - a rubber band kept the gear shift lever from totally seating in the park position.
You may want to try to slightly push / pull your vehicle to take weight / tension off the transmission, which in turn will allow you to turn the steering wheel enough to see if the ignition switch can be turned.
If the wrong key was inserted it may have bent a tumbler pin, maybe try some wd-40 or similar and work it with the right key, might drop the tumbler back,,if not the whole ign. cylinder will have to be changed
Your ignition is shot would be the first thought, since it won't turn to the off position. Is your car engine shut off? If so try and start it or turn the key forward as far as you can and then try to turn it back. If no luck, remove negative battery cable and call it a night.
Try turning the steering wheel to the left and the right while trying to turn the key , you may have set the steering lock after installing the wrong key , you may have to turn it kind of hard each way untill the the key turns once it starts you shouldn't have any problems after that.
