SOURCE: Instrument cluster lamp replacements
I had same problem. I bought a used HVAC control head and fixed it that way.
(Prior to doing so, I removed my original control head, took it apart, and looked for bulbs to replace -- but couldn't find any. I think LEDs are used instead of bulbs, as I recall. The problem, I figured, was with one of the electronic components on the little circuit board in the back of the control head, because LEDs usually will not burn out like an incandescent bulb eventually will.)
Then, I had to send the used one back for another, because the used one (from a junk yard) did not light up either. This was done for free, however, and I finally got one that worked. Then I used the buttons from my original unit because they looked cleaner than the ones on the replacement unit. The final result was satisfactory. The HVAC control head does light up at night, dims properly with the cluster dimmer, and controls the HVAC as it should.
Where to get it from a junk yard? Sorry, I can't find my notes on the website but I did a Google search on used auto parts. It was a company that had access to "junk yards" across several midwest states and maybe nationwide.
