Saturn 2002 sl1 wipper issues

I have a 02 sl1 saturn that I bought brand new back in 01. The second year I owned it , during our normally cold canadian winters, I had started the car and the wipper fluid activated and the wippers came on all by themselves. Being the car was under warrenty they supposedly fixed it...well the next winter when the warrenty was finished it happened again. So every time its cold out side i have to pull the fuse and wait for the car to warm up, but now it doesnt have to be ridged cold for this to happen just a little cold and its taken longer before yoou can put the fuse back in about 20 min. Can any one tell me what can be wrong...because saturn dealership is confused themselves.
