Its one of two things stuck horn relay or stuck horn pad I have replaced both in the past on this model car.

The cat is located just off of the exhaust manifold. You have to remove things to get out of the way. Loosen down pipe to converter and unclamp the converter and it should pull right out. Use a good penetrating oil to help loosen the down pipe bolts.

A heater blowing cold air can be a few things. have all of these things check for proper operation to find the source of the problem.
1. Coolant level
2. Thermostat
3. Water Pump
4. Heater control valve
5. Make sure that the heater control doors are closing when you switch from hot to cold.
6.Last but not least if the climatic controls are electric it maybe at fault.

Todd, If your Air Bag Light is on and your cruise control does not work. Contact me before doing the test procedure below!

Todd, sense you have the steering wheel cover off, we need to check to see if it will honk when you take the ground wire for the horn and ground it anywhere to a good ground, preferably the ground post from the battery. We know this is always a perfect ground! The wire for the horn will be a single wire all by itself. If it doesn't Honk see below.

Next: Next we want to ground the horn wire coming out of the other side of the steering wheel, this is much harder but will tell us what we need to know.

I recently had the same issue, but my airbag warning lights also turned on. If this is the case, it might be the clockspring. There is a recall on clocksprings for Caravans 1998 - 2000 I believe. I got it replaced for free in the dealership. Enter your VIN in this site and it will tell you if you are covered in the free replacement warranty.

The horn in my 1999 dodge stratus keeps honking

the reason it is doing that is either the pad on the steering wheel is shorting as if you are pressing on it, or the clockspring under the steering wheel is shorting to ground. there is a horn relay in your fusebox inside the cabin; you could disable it there by pulling out the relay. don't pull the fuse because it carries other circuits as well. I couldn't find the exact relay position, but just feel them with your finger while someone honks the horn; the one that's clicking with the horn activation is the one to pull out. I can get you the layout of the fusebox but you really don't need it for that.

Put new battery in car and horn continues to blow

Hi Guest,
If the horn is blowing in pulses,it is probably the anti-theft system. Connect the battery and either lock and unlock the doors with the remote or use the key to lock and unlock the drivers door. How do i change a radiator for a 99 dodge stratus? my car seems to be over heating a lot and also my horn wont blow?

Unless your radiator is leaking badly, or it is plugged, changing the radiator will likely not solve the problem.
Verify that the cooling fan is operational when the engine is at operating temperature. If not, it may be just a fuse. Also, check that the upper radiator hose gets hot and that you can feel coolant flowing through it, when the engine is fully warmed up. If it doesn't, the thermostat is faulty.
The fuse for the horn should be behind a plastic panel on the driver's side end of the dash board. It will likely be a yellow 20A fuse.

have someone check your BCM [body control module]. the dealer can do it. if it's bad, none of this stuff will work no matter how many fuses or rewiring you try.

Horn does not work

Hi my name is Allen!

The bolts come in from the back side of the steering wheel.

Before you do that, let try something.

Run a wire from the battery negative post to the horns and attach it to the bracket the horns are installed on. What we are doing is checking to see if the ground is bad. With the wire attached try the horn to see if it blows, if it still don't work.

Next: run the wire from the positive side of the battery post and touch it to the horn connector at the horns be careful not to touch any metal parts or it will spark, what we are doing is checking to see if the horns are bad, if they work then we will move on to the next procedure.
