Sounds like more than one issue. 17 year old Chrysler, so it is not a surprise. Blend door actuator, HVAC power head are possibilities. If this is still powered by vacuum lines, they could have leaks at this age and nothing will work right. This all could require dash removal of various degrees to test and repair.

there is a control module behind the glove box, about 2 in. by 3 in. It will have a metal cooling thing on the green chip. That may be your problem. That definately sounds weird. Do you have the 3 zone climate control?
SOURCE: driver side ac not cold
It is not a coolant leak. Nice try though. It is possible that the infra red temp sensor is faulty, also it may be a mode door(directs air flow in the heater box) or a mode door actuator. Your dealer can test for proper door actuation, and can also check temperature difference, some is not uncommon, but it depends on the temp setting, is this a dual zone, or tri-zone atc unit?

u will need to repair the passenger side air temp control blend door, either the door is stuck or the small electric actuator that moves it is defective.
SOURCE: why does my 2002 town and country blows cold air
These vans have a bad design on the heater blend door which is located on the heater box behind the dashboard. The hinge on the blend door breaks and will not move causing the air not to circulate through the heater. Do you hear any clicking noise? You may get lucky with a repair. Go to the eBay site and in search put in-blend door repair-
Good luck and thanks for your question and I hope my suggestions help. Don't forget to rate me.

SOURCE: my 2001 Chrysler Town and
I have seen this quite a bit. This issue is caused by the blend door for the climate control system. Those doors were not that well constructed and end up breaking to the point where the climate system can no longer operate the door. This can be a very difficult to repair because it requires dash removal to get access to the appropriate door. This condition can easily be verified by a dealer test with scan tool. If you would like to replace yourself I would recommend contacting dealer for a copy of the removal and repalcement procedure for the passengers blend door. I hope this information was helpful.
