If I disconnect the injectors and manually power them, they will spray and car will start. If I put starting fluid (spray) into into the throttle body, the car will start. Is the EEC or the EEC relay the more likely problem?

You say t pump is coming on, but do you fuel coming up to the fuel injector rail? You can check for fuel by pushing down the valve located at the left front side of fuel rail. It looks like a tire air fill stem. Be very careful as fuel is under 40 psi pressure and can spray all over the place. do this with engine OFF and have a rag to cover the valve. Just press with tip of screwdriver and be sure valve is covered. If a little gas come out,you know you have fuel. If not gas then check fuel delivery system i.e pump, filter, lines or pickup tube.
If there is fuel in the rail, then there is most likely a problem with the control module (computer).
Check for fault codes with an OBD II reader. You can usually rent one at your local part store. You can look up fault codes to find out where the problem might lie.

Not likely. Most likely cause is a bad fuel pump. Sometimes you can verify this by giving the fuel tank a good smack. If it starts after that then your pump is still bad it just gives you a way to know that was the problem.

Lincoln town cars are famous for this because the rear opening to the hood has been placed right over your distributor so; the rainwater just soaks your distributor. to fix this permanently get a piece of oil roofing paper cut it about 6' wide and glue it over the gap from under the hood this will keep your distributor dry

possible just not probable. you need to see if there is any pressure to fuel rail. if not youre going to have to by pass the fuel pump and see if it is getting voltage. if so then apply a seperate voltage and ground wire to the pump to see if it kicks on. come to think of it, it could be the PATS system(security) that shuts down the system. it will crank but will not fire. your ford dealer will need to reprogram the system.

Thanks for all of your suggestions, but here are a few more details:
I have now replaced the fuel pump while I was replacing the fuel sending unit. Car still will not start without starting fluid or manually engaging one of the 2 fuel injectors. Even after sitting for a while, there is a good mist of fuel, so I'm doubtful about the fuel pump being the culprit.
I have replaced the ECU with a pull from a salvage car. The problem still persists.
I have replaced the 2 relays for the fuel pump because the wires going to them were worn. Still no start without the above solution for fuel.
I'm just not sure if the injectors should be opening while the car is cranking. I have tried a few "homemade" solutions whit a relay and diodes to open the injectors while cranking, but it dumps too much fuel to crank. I really need a half-second trigger to the injectors and then it will crank. Thanks to everyone for your help so far.
