Horn stopped working on my 2004 jeep wrangler. Relay is working under hood and clicking when pressing horn button. I have 12.56 volts at the plug going into horn. I have tested horn by directly hooking to the battery and it works. WTF??? Help! Can a relay "work" and still be bad?

I think I have found the problem. When I wiggle the ignition switch the turn signals and radio go on and off so I feel the issue is in the ignition switch. From what I understand the actual electronics for the switch are at the base of the sterring column behind the lower dash panel and is connected by a rod that may need adjusting.

I just got mine out of the shop. They said the problem was the clockspring,it is located under the horn button in the steering wheel.

If you are facing the front of the jeep. It is on your left, on the fender well. Yes, you do have a fuse under the dash. The fuse panel should be marked on what fuse is it.

MOST LIKELY THE CLOCK SPRING ROTATING CONTACT UNDER THE STEERING WHEEL IS DEFECTIVE/OPEN.
