I have a 1999 Chevy Malibu and I put a new battery and New starter on and it wouldn't start. Not even turn over once. Tried later at night and it cranked like a champ. Can't get it to start again. You can hear the fuel pump start and a click but, the starter doesn't engage when I try to turn it over. Lights dim when I try to turn it over so I think that eliminates Ignition switch. What am I missing? Also, the anti-theft light isn't blinking. Turns off when I try to turn the car on.

hmmm, sounds like an ignition switch problem. Not the tumbler/key switch, the ignition switch.

MAY BE YOU HAVE A DEFECTIVE KEY, CHECK IF THE KEY HAS A PELLET IN IT, IF SO THE KEY IS BAD AND YOUR DEALER CAN REPLACE IT.
THE PELLET IS A RESISTOR FOR THE ANTITHEFT.

sounds like a security problem-if the light is flashing leave the key turned on for about 10 min. until light stops flashing and then try to start engine-if this works you need to replace the pass loc sensor(ignition cylinder and housing)
