Intermittent (80-90% of the time), grinding noise while driving, as well as a loud squeaking from the front while coming to a stop or starting to move from a dead stop. Fluid levels are fine in everything, no visible breaks in the springs or anything. Timing belt looks a little off, and a little frayed. Front passenger side, under the hood all the way on the bottom, there is a rusty, mildly fluid covered cylindrical part with a small off shoot from the left side and something off the top. Took a picture, but unsure how to post. Thanks for any insight you might have.

I assume that the noise changes with engine RPMs, not vehicle speed since you mention washing down the engine - something pretty hard to do if the car is going down the road-
Is it possible that what you describe as a squeak is instead a whistle?
The symptoms you mention related to water could mean that an intake manifold gasket (or another part of the intake system) has a bad gasket and is causing a whistling noise from air being pulled in where it shouldn't happen.
If the failed gasket is allowing water into the intake system, that would explain why the engine sounds like it wants to die.
You might take a 2-foot length of vacuum hose or similar, hold one end to your ear and move the other end around the engine to see if you can more accurately isolate the source of the noise, be it squeak or whistle.
Obviously, don't hold the hose too tight in case you get tangled up with a belt or rotating part.

the belt that turns the alternator is called the serpentine belt. this also usually runs your fan and is sometimes also called an "accessory belt"
If you look down at the belt area, you will see a pully toward the front of the car that looks like it's attached to an arm. That is the tensioner pully. The tensioner is spring loaded. If you look at the arm of the tensioner there should be a square hole in it to insert a socket wrench or a breaker bar/pull handle to use as a lever to remove the tension from the belt. If there is no hle, then use a wrench(possibly 15mm) on the bolt head of the pully itself as your lever. As you hold the tensioner out of the way, unloop the old belt. Pay attention to the routing, so you can reinstall the new one correctly. Then, you route the new one in and again use your lever to move the tensioner so you can get the belt over the last pully. I usually put it over the alternator last. Use a light to make sure the belt is fully on all 5 grooves of every single pulley before you start the car.

Sounds like your front rotor or rotors are warped if they are thick enough have them turned or replace with new front rotors.
