The windshield wiper lever is probably lose/burned in the electrical Connection.
1. there is this...there is the wiper motor relay in the fuse/relay box right next to your battery ,driver side.
For the relay position look at the label under the box cover.
Then there is this...You ask for the intermittent wiper control module at your friendly Dodge dealer's parts counter and he will hand you a box with a small circuit board inside. Then you pull down the intermittent wiper module box from above the right end of the panel below the steering wheel. Pop the plastic box open, swap out the circuit board inside with the new one and put it all back together. 10 minute job. Unless your grandson takes off with your screwdriver. If in doubt on this step ask the counter guy if he's seen this problem and the part fixed it.

THE PROBLEM HERE IS WHAT IS CALLED THE WINDSHIELD WIPER MOTOR PARK CIRCUIT, YOU MUST REPLACE THE WIPER MOTOR TO FIX IT. I DON'T KNOW WHY IT GOT BURNED OUT, WHERE THE WIPERS ON WHEN THE BATTERY WAS DRAINED?

You did everything else. You have voltage going to motor,so I would say that was it.
You posting is slightly confusing but I gather your windshield wipers stopped working.
The repair method is as follows;
) Check the fuse.
) Check the wiper motor. Turn the wipers on and listen for the hum of the motor.
If you hear the hum then the linkage has probably come loose. You will have to take the covers off
to get to the linkage for the wiper. You can either repair the parts, get salvage yard parts or replace with new part$.
If you do not hear the motor hum then you should verify electricity is getting to the motor. A simple
voltmeter can be used. If the motor is bad you can replace it. Call some auto supply stores for after-market motors or call salvage yards for parts.

most likely the wiper motor is bad the second wire sould be a ground if you set meter to ohms you sould be able to get a low resistance to any good ground on the vehicle if the hot wire is hot any time key is on the bcm is controling the ground to operate moter and you should have a steady continuity on the ground side with switch on the fast postion an it will read on and off in the intermitant postion if both wires test good motor is bad when you replace motor let it cycle and shut it off before installing the arm on it

If your wiper work on slow and high and delay does not work its wiper delay module need to be replace. Get one from a junk yard save you some cash, common on dodge vech. 04883827AA for windshield wiper motor delay module. hope that help some
