Been working on my dad's 97 Caravan longer then i can remember for things you mentioned and have been not able to get him to sell it.
I found that the electrical connections are prone to corrosion and have replaced lots of the wire and pin connection in the wire harness, thank god i have time on my hands.
The instrument panel where the wire harness connects, i found that the solder goes bad and i had to re solder the connector on the back side of the circuit board, where the harness goes so you need to remove the instrument panel from the dash,

in the fuse panel under the hood beside the battery there is a fuse marked IOD in your nearest right hand corner facing the vehicle. Pull the fuse, wait 3 min. Reinstall fuse.
No kiddin'. That's it.

The main cable going to the
under-hood fuse box was rubbing against the metal bracket that the fuse
box mounts on. Can we say poor electrical layout?? It had rubbed the
sheathing off the cable and had broken one wire (the one supplying power
to the instrument panel.) So I fixed that and cut a section of rubber
hose and put it over the bracket to help prevent such events from
occurring in the future.

sounds like you need a combo flasher assembly..located in fuse block inside vehicle under steering column..there may be a plastic cover under dash you have to remove to see fuse block..large black relay that plugs into fuse block..if you pick up a new one,you will see what it looks like..available at dodge dealer..combo flasher or drl/signal relay

_SetupBidi('source'); good that can be replaced and the cost varies from one state to another if you succeed in disarming a car you can go look for the less code that has the BCM and get an equal or the same because the final numbers would not you work
