Batter is good, was checked. The starters are new. The only problem is hot weather stops the car from starting. When it hot weather (around 75 F, around 4:00 pm on average hot day), the car wont start and so have to stay and wait till 5:00 PM( i.e. till the weather cools off. Let me know if any thing can be done. Thank you.
Try installing a relay from the battery to the starter solenoid from the original signal wire, this way you get a full 12 volts to the starter. In some cases from the ignition switch and trough all the connections there can be a voltage drop, this can bypass some of those issues.
Hmm thinking --- i suspect the crankshaft sensor first if that doesnt cure the problem then maybe a faulty transistor or chip in the computer ? best i can offer is to ask a local mechanic to have a look or the most likely the cheapest way out ? and dont laugh - the main dealer

Probably a short or loose connection between battery and starter motor, or on either end of cables. Id look there before swapping out starter. On cold days you might put a heater under car for a few hours before using it,do this carefully as to avoid a car fire, or look into a block heater for your engine.
SOURCE: Is there a starter solenoid on a 1998 subaru impreza outback?
first the starter solenoid mostly attached on the starter motor , but sometimes it could be inside the starter motor . the clicking sound you hear is that the solenoid dont recieve enough power to close the contacts . that could happen because a dead battery , red batery red cable ( + ) dameged or not tighted enough . this link will help you http://www.samarins.com/glossary/starter.html if this helped you pls vote for me

First try to reset alarm by inserting key in drivers door lock and lock and unlock-if this does not work try tail lock as well.

I have the same car - same problem. Too hot or too cold and then just another once and while for good measure :(
I've had the battery checked and is good. Is it likely to be the starter?
SOURCE: 1997 Subaru legacy cooling fan
well if the fan is stiff to turn by hand I would replace the fan the motor seems like is seized up, just in case ceck the fuses and relays, check the motors voltage and test the circuts voltage, make sure the ect sensor is working fine to be on the safe side. the easy way to make sure a relay is working is trade it with another for the same fuse box. if your fan cuts on you know you have a bad relay.
